What is the reasoning behind not allowing fullsize movies

I am just wondering what the reason is behind rule 23 why cant we post full size movies, I just find it odd when its allowed for mobile but not pc or dvd

because the main purpose is for mobile stuff, and then we got the PC zone but still the main point is " Mobility "

PC is side section but main is mobile that s y mobile movies are allowed

but i mean what is the difference what is posted in the pc section as long as it isn't offensive and its current and not repeated. There are alot of non mobile related things posted in the pc section like pc games so why the ban on movies I dont understand
