i dont know how many badge you needed for him to obey you..

pokemon emerald has a different kind of pokedex..
they're in no order and still some kind of pokemon, especially 1st-2nd generation are not on the list.. this is still my problem..
i'll post it out when i have the answers...

go to littleroot town in the cave over the waterfalls.. it's in the middle..
just kip looking inside.. and in victory road where you can see the 3 legendary birds, in that area there's mewtwo..

compete in battle tower, collect all pokemons and other thing..
or try finishing indigo plateu again..
bout the tickets, as i know, its a promotion of nintendo..
maybe they will tell you how to use it..
but thats in GAMEBOY ADVANCE..in the real console..
even me i cant use it..i'll ask help then i'll post it if the answer is known..
and also, pokemons to be catch using tickets is located in my edited
littleroot town..just search it..even deoxys and rayquaza..
